President Elpidio Quirino: A Legacy of Service, Leadership, and Nation-Building

President Elpidio Quirino is remembered as one of the leaders who guided the Philippines through a period of rebuilding after World War II. Born on November 16, 1890, in Vigan, Ilocos Sur, Quirino grew up in a simple family that valued education and hard work. His early life was shaped by determination, which eventually led him to pursue higher studies and build a strong foundation for a future in public service.  The 2025 National Children’s Month theme, “OSAEC-CSAEM Wakasan: Kaligtasan at Karapatan ng Bata, Ipaglaban!”, is a powerful reminder that the battle for children’s safety has moved into the digital world. As technology continues to evolve, the risks that children face especially online have grown deeper and more complex. This year’s celebration calls on every Filipino to recognize that ending online sexual abuse and exploitation is not only a legal obligation, but a moral duty grounded in respect, dignity, and human rights.

In recent years, the Philippine government has strengthened its efforts to protect children from online threats. Laws such as the Anti-OSAEC and Anti-CSAEM Act Republic Act 11930 and the Special Protection of Children Against Abuse, Exploitation, and Discrimination Act provide strong legal protections and harsher penalties for offenders. Government agencies like the DSWD, PNP-WCPC, NBI, and DICT have also been working together to improve case reporting, online surveillance, and rescue operations. These efforts show a serious commitment to safeguarding children’s rights in both physical and digital spaces.

However, the government cannot fight this battle alone. Families, schools, and communities must also take part in building a safe environment where children can learn, explore, and grow without fear. Digital literacy such as teaching kids how to spot online dangers, protect personal information, and report suspicious behavior is now just as important as traditional lessons in values and good behavior. Protecting children is a shared responsibility, and every adult plays a role in creating a future where every child is respected and protected.

The theme for National Children’s Month reminds us that every Filipino child deserves safety, dignity, and the chance to dream freely. Ending OSAEC and CSAEM is not just about enforcing laws—it is about building a nation that values compassion, responsibility, and justice. When we protect children, we protect the future of our country.
